2 deg more timing may work great on one car, but may cause another car to knock. Even target A/F would vary from car to car, due to variances in manufacturing tolerance in injector sizes (typically 10%!), etc. For the double blind test, it would have to be carried out over a large sample of cars to be useful for the average consumer... Also, in such a test, the program with the most aggressive A/F and timing maps will win, but may cause problems with a larger percentage of cars. For a universal chip, I would expect the average consumer to be more concerned about the chip working safely with their car more than squeezing the last ounce of power from it.
